The Targeted States High Impact Project (TSHIP) is a five-year program focused on the improvement of health systems and the management of health systems for higher quality Maternal, Neonatal and Child Health, Family Planning, and Reproductive Health service delivery in Nigeria. TSHIP is funded by the United States Agency for International Development (USAID) and implemented by JSI Research and Training Institute, Inc. (JSI).

The TSHIP Senior M&E Specialist will oversee the daily management of the M&E activities including maintaining the comprehensive plan for M&E implementation; planning and implementing project data collection, management, and analysis; and supporting M&E-related capacity-building activities for TSHIP partners. This position is based in Bauchi, Nigeria and will report to the Chief of Party (COP).

Responsibilities Include (but are not limited to):
• Monitor the quality and completeness of TSHIP data for
documenting project performance and ensuring data use for
evidence-based decision making and solve data problems;
• Compile and analyze data from each of the project technical
areas and support the technical team in presenting
recommendations to the COP for improvements in
implementation on a quarterly basis;
• Represent TSHIP in the area of M&E at meetings with
stakeholders, including government partners, USAID, and
other agencies;
• Serve as main contact and person responsible for
coordinating data collection;
• Oversee development and maintenance of Project database
(s) and ensure timely data entry;
• Supervise the day-to-day work of the M&E staff;
• Lead TSHIP staff to disseminate data on project progress
and results to JSI, the international community (e.g.,
through reports, presentations, etc.), and stakeholders;
• Develop Terms of Reference for technical consultants,
support their recruitment and ensure proper monitoring of
their work;
• Plan and draft the baseline, midline, and final evaluation
reports for the Project.

Qualifications:
• Masters degree in public health, development, statistics or
related field and at least 8 years work experience in
international public health programs;
• Familiarity with the principles and current approaches to
M&E in health and/or development programs and experience
in the design, conduct and analysis of research studies
(quantitative and qualitative);
• Prior management, supervision, and capacity building
experience;
• Ability to work independently with minimal supervision as
well as to work as part of a team;
• Excellent writing and communications skills in English
required;
• Computer literacy with demonstrated use of word
processing, database and presentation software (Word,
Excel, Power Point, Access). Experience with mapping (e.g.,
Arc-GIS, Health Mapper), and statistical analysis software
(e.g., SPSS, EPI-INFO, STATA) a plus.
